Although the CSPA has been in existence for over 24
years, this website has been on-line only since April 2008. Therefore the
below files are a VERY incomplete record of the extent that CSPA has
been involved in the FERC process. It is our intent to slowly add the
files we have on record in electronic media to build a comprehensive
