A small victory: CSPA has just received word that the Delta Smelt hatchery bill will be held in committee

April 27, 2009 -- CSPA has just been informed by committee staff that SB 207 (Florez) has been pulled from its scheduled hearing on April 28, and will be held in committee, so that it can be amended later in the year to be a vehicle for moving legislation to implement the recommendations of the legislative working group on the Delta and water.

As written, SB 207 would have enacted the Delta Smelt Preservation and Restoration Act of 2009. The act would have required the Department of Fish and Game to develop a Delta smelt hatchery program to preserve and restore the Delta smelt. The program would have operated as a mitigation bank for smelt killed in the pumping process. CSPA, along with a number of other environmental groups opposed the bill, since its passage would have allowed for increased pumping from the already overstressed Delta.
