Environmental Groups file comments on 2009 Drought Water Bank

March 20, 2009 -- CSPA, the Butte Environmental Council, C-WIN and the Center for Biological Diversity (Coalition) have filed comments on the draft EA and FONSI, the Governor's recent drought emergency declaration and the CEQA Notice of Exemption for the 2009 Drought Water Bank.  The water transfer project fails to comply with the most basic requirements of both the National Environmental Policy Act and the California Environmental Quality Act.
